The Centers for Medicare & Medicaid Services sent a proposed rule to the Office of Management and Budget on June 20 that likely includes language for the ESRD Quality Incentive Program for 2014.

The ESRD QIP proposed rule is believed to be part of a larger proposal to OMB that will include the agency’s recommendations for adjusting the ESRD Program’s bundled payment plan. The proposed rule is entitled, “Changes to the End-Stage Renal Disease Prospective Payment System for CY 2014 (CMS-1526-P). Last year, CMS published proposed changes to the bundled payment and the QIP together on July 2. Final rules for the new payment rates and the QIP measures were also released together on Nov. 2 last year. Both the bundled payment adjustment proposal and the QIP proposal would be open to public comment.

 “It is unclear how long it will take OMB to analyze the proposal. However, this marks the final step in the process of preparing the proposed rule,” the National Renal Administrators Association said in the June 21 edition of Renal Watch, its weekly eNewsletter for members.
